Enhancing Compliance in Uganda’s Gaming Sector: Key Insights from the NLGRB Stakeholder Engagement

A modern conference discussion with African professionals focused on gaming compliance and regulatory topics.

The National Lotteries and Gaming Regulatory Board (NLGRB) recently organized a compliance stakeholder engagement to strengthen regulatory adherence in Uganda’s gaming sector. Held at Mestil, the event underscored essential updates, AML requirements, and the integration of advanced monitoring systems to modernize and sustain the industry.

Key Objectives of the Stakeholder Engagement

The NLGRB aimed to equip gaming operators with comprehensive knowledge and resources for compliance through strategic objectives, including:

  • Adherence to the Lotteries and Gaming Act, Cap 334: Operators were reminded to strictly follow the legal framework governing the industry.
  • Anti-Money Laundering (AML) Requirements: Measures were shared to curb illegal financial activities within the sector.
  • Licensing and Operational Standards: Emphasis was placed on maintaining high standards in line with industry regulations.
  • National Central Electronic Monitoring System (NCEMS) Integration: Operators were encouraged to adopt technology for improved transparency and oversight.

Important Regulatory Developments

The engagement also unveiled critical structural reforms to improve efficiency and accessibility for gaming operators:

  • Relocation of NLGRB Headquarters: The headquarters will be moved to Luthuli House in Bugolobi to centralize and streamline operations.
  • Opening New Regional Offices: Regional offices are set to launch in Gulu, Mbale, and Jinja by the end of July. These offices aim to accelerate processes like license approvals, reduce inspection response times, and ensure regional operators can access regulatory guidance without traveling to Kampala.

Impact of the Stakeholder Engagement

This engagement reaffirms the NLGRB’s commitment to a transparent, compliant, and sustainable gaming industry. According to Chairman Aloysius Mugasa Adyeri, compliance not only brings public trust but also protects vulnerable populations and increases government revenue.

The meeting served as a valuable platform for gaming operators to clarify regulatory requirements, address operational challenges, and understand updates to policies and monitoring systems.
